How do I get my photos from iCloud back to my computer? I tried to follow the info that popped up but nothing has worked.

Can you explain in more detail, what is happening, when you try to open Photos? Which error message are you getting?
Is it perhaps "Photos Library.photoslibrary” is in iCloud Drive, and needs to be moved to a folder on your Mac to open."? In that case drag your Photos Library from the folder, where it is currently is to your Pictures folder.
You will be asked, if you really want to move the Photos Library from iCloud Drive, confirm this.
Just do as the error message suggests and drag your Photos Library from iCloud Drive to your Pictures folder or another local folder on your Mac.
A Photos Library must not be stored on iCloud Drive; it is not safe to do so, as the syncing with other devices across iCloud Drive can break the internal links in the library and damage it.
If you want to sync your photos with iCloud across your devices, use iCloud Photos. Only iCloud Photos can store your photos in iCloud and sync the Photos Library safely across all your devices, independent of the platform and the system version, without breaking the internal links.

"You can't store your library on a storage device used for Time Machine backups. And to avoid possible data loss, don't store your library on a removable storage device like an SD card or USB flash drive, or on a device shared over your network or the internet, including over a cloud-based storage service."
The previous versions of Photos did not warn us, when we moved the library onto iCloud Drive, but starting with macOS 13 Ventura the library would not be uploaded to iCloud, when we moved it to iCloud Drive.The cloud status has been unable to upload. And since Sonoma we cannot open the library there at all.

My problem is that I had another "Photos Library.photoslibrary" in pictures - not sure if it was created by Sonoma or what, but when I drug the one from my Pictures Folder, nothing happened. So I moved that :Photos Library.photoslibrary" to documents to just get it out of the way.
Then, from iCloud, I drug "Photos Library.photoslibrary" into Pictures and the photos have uploaded.

When I searched Apple Support, I did not find the solution of dragging "Photos Library.photoslibrary" and I never saw anything about not being able to use my back up Hard Drive to fix Photos.
Love the duplicate feature, but Photos doesn't seem to be able to add names to the new photos for the people already named in older photos, and it doesn't show any new possible photos to name. Maybe it's still loading all of them and searching.
