Ok, so I was going to turn off screen time after testing something on my phone, well after a few days, of course I forgot the passcode. And the pop up won’t even say: “Forgot Passcode?” And im starting to get annoyed because I have 14 failed attempts, and can’t change some settings because of screen time.

If you didn’t get the Forgot Passcode prompt then you didn’t save the passcode using your Apple ID
You will have to Erase all content and settings and set up as new (no backup)
As you will lose all your data you will need to put it somewhere safe or turn on all iCloud sync first.

Oh boy sorry that happened to you. It happened to me once too.

I had to erase and start over. Maybe you’ll have better luck. Luckily most of my stuff as in iCloud, which put back most of my stuff, so not being able to use my backup was not too big of deal. Just had to readjust my settings and wallpaper.
I can’t back up my phone because my iCloud storage can’t even save more than half of iOS 17.3. (iOS 17.3 is 10GB)
In fact, my phone has never been backed up which that’s probably not good, but I do have a 1TB SSD that might be able to copy my phone data if I can.
