Textbox arrangement hierarchy messed up in numbers

I am not aware that there is such a hierarchy. The table is an object, the text box is an object, one is completely in front of or behind the other. Is it possible that one of your tables has no background color in the data cells and the other has white background.

With no background color (i.e., transparent), a text box underneath the table will show through. It will get hidden by the headers (because they have a colored background) if it scrolls under them.

With white background data cells, a text box under the table will be hidden all the time. A text box over the table will be visible all the time.

You can probably do what you are trying for. Here's an example of a text box placed below a table.

For legibility, I did not lower the opacity of the text within the cells of the table, but you could If you wish.

Note that I have lowered the Opacity of the table cell Fill to 77% to let the Text Box show through.

If the text box is the same size as the cell, can you color it instead? You won't be able to do conditional highlighting but regular cell background colors should work.
