IPad NAT Type VS IPhone NAT type

Hi,

If I make a hotspot on my IPhone it will be NAT type 2, but if I do it from my IPad It will be NAT type 3. How do I change it on my IPad?

It's the same provider and as far as I can see, it's the same sittings.
