I found this apple ipad I assume someone last it

I found an iPad that’s not mine would like to find owner

The best way to resolve this would be to turn the lost iPad in at a Police station. Unless the owner of the iPad turned on Lost Mode, there's no way for you to do this on your own. And Apple nor a Cellular Carrier wont get involved in this sort of matter.
