why can’t i use my apple account balance to buy in game purchases?
i have 13 in my account balance but it says we were unable to complete purchase on a 10$

what should i do?

Even with an Account Balance, a valid payment method may be required to download apps. I used the word "may" as that is the language Apple uses in their support articles dealing with problems downloading apps, even if they are free.
