what does it mean that an update is required to use cellular data
my phones cellular data will not work and it said and update is required but my phone software is completely up to date

You are thinking of your phone's iOS version, which may be up to date. This is different, you need a separate update from your carrier.
Tap Settings > General < About to see if there is a message there about an update from your cellular carrier. Follow the prompts.
If you do not see a link to an update, you will need to contact your cellular carrier and ask them to send you to update that the phone needs.
