When I use “Hey Siri text person I am on the way”
Siri responds, “Do want to change it or send it?”
Previously, Siri would respond, “Sending to (person)”
This seems to have changed recently with iOS 7.2.1

Have you tried going to Settings>Siri & Search>Automatically Send Messages and turning it on?
If I recall correctly, Apple added in the confirmation prompt some time back. I thought it was with iOS 16 but I don't have a good memory for that sort of thing. Rather more recently, they added in an option to disable the confirmation.

You're being given the opportunity to amend or send what you dictated. If you don't want to amend it, just say send it.

That's weird.
Delete the contact and any message threads they're in and re-add them to Contacts? I'm throwing things at the wall to see what sticks.
I can't answer why it does this. I suppose it's how Apple programmed it to do. I don't often do voice to text, but it seems to me if I use Siri to do so, this is what Siri does. Now, if you open a message and tap the response bar, then tap the microphone, it doesn't do this because Siri is not involved.

Sorry. That's the only suggestion I have.
I have some vague memory of people saying that Siri will eventually stop asking for a confirmation (if the setting is correct) after you've asked the same question a couple of times. I could be misremembering and/or whoever said that could have been completely wrong or clueless.
