Will quick start transfer all file to my new iPad
I purchased a new iPad and want to transfer apps but don’t want to transfer photos. Is it possible to not transfer the photos?

If the Photos are stored in the iPad and not iCloud (using iCloud Photos), then no, there is no way to prevent their transfer.
If you are using iCloud Photos, then simply don't turn on the option on the new iPad in Settings ➜ Photos and the photos will not be transferred.
