Why do I need a payment method for a free app?
I am not able to download free apps without adding a payment method. I do not want to add my card on file. What can I do?

If you do not want to add a payment method, you simply won't be able to download apps. Almost all free apps are from 3rd party developers, which offer in-app purchases. You never need to make a purchase ever, but if you don't have a credit card on file, you cannot download their apps. Its a requirement, the choice is yours. Either add a payment method to your account or don't download apps.
