I just turned on the stolen device feature, but I cannot turn it off because to do so. It requires Face ID recognition, but I never set up a Face ID.. so it appears I can never turn that feature off.

If you did not have Face ID then you could not have turned it ON.
You are absolutely incorrect. All I had to do was tap, turn it on which it turned on.. at no point did the iPhone 17.3 system tell me or even hint to me that Face ID would be required to shut it off. ERGO I can’t shut it off because it doesn’t recognize my face. How could it when I never set up Face ID.
