I added a new card to and was immediately charged $1 is this normal

While that verification method seems to be much less common than it used to be, it is still used. It's not actually a charge. Apple will put a $1 (or equivalent in local currency) hold on your account. Once the account has been verified, the hold will be removed. That can take a couple of days sometimes.

It might be normal. Some banks verify the payment method by charging a dollar. What does the transaction in your Wallet app say it’s for and who was the merchant?
