In Pages type your letter 'p' and then press ctrl+cmd+spacebar to open the character viewer. In its search field, enter the word combining and you will see a bunch of characters that you can type immediately after the letter and that will overlay (combine) with it. In this case you are looking for these macron characters, except the last which is input with the equation editor in line with your other text:

For transliteration you might want to switch to the ABC Extended input source/keyboard layout. It lets you put all kinds of diacritical marks on stuff. macron above is the base letter then option shift a: p̄

How about posting a screen shot of said p with overbar so we don't have to guess how it supposed to appear, or subscribe to their 2nd SBL handbook of style?
Would you know, they don't even show it. Here is an example of a p with an overline (macron?) from an introductory Hebrew grammar.
