Allow full disk access for remote users won't stay checked

I'm running macOS Sonoma 14.1.2 trying to pair my Mac with Visual Studio on my Windows machine. Following the documentation here: https://learn.microsoft.com/en-us/dotnet/maui/ios/pair-to-mac?view=net-maui-8.0 I have enabled Remote Login and have selected All Users. However, when I click the button to "Allow full disk access for remote users" it is checked, but if I close settings and re-open then it is again unchecked and my Windows machine can't connect.

How can I get this option to save correctly? I would like for that option to be on when I close and re-open settings.
