Charging for free games or apps
Why am I being charged to download free games and before you say I’m not being charged you just need a payment thing on file. I can show you my bank statements and every time I download a free game. It charges 6.95

It may be that is what you owe for a previous purchase or subscription. Apple will insist you pay before it will let you buy something new (even something free).
