Apple configurator for iphone isnt seeing other devices, how to resolve this? Downloaded apple configurator on iphone, using wifi, and default config profile on both. Neither devices see each other, trying to add iphone to apple business manager

Looking for another route to add devices into apple business manager besides our service provider (Att&T, verizon, etc).

Followed apple configurator for iphone doc to use an iphone to add another iphone to apple business manager but its not finding the other device both are on iOS 17. One device is already in our apple business manager account.

Also would like to know if there is an apple department that can add the iphone to our apple business manager account when purchasing from apple store.
