Cannot update payment method on Apple ID account

I have a notification that my payment method needs to be updated. In the account, I’m told the payment method requires authentication from my bank. When I re-input the expiry date and security code, it just loops back and still requires to be to updated. Any new payment method is declined. I have a card loaded in Apply Pay but that is not used for some reason… please help!
