Group message works only with cellular data on

I can’t send or receive group-messages when my cellular data is off. I have to turn on my cellular data every time to send or receive a group message. I have missed many group messages because of this problem. It has nothing to do with wifi. No matter whether my wifi is on or off, cellular data must be on to send or receive group messages. I even turned iMessage to check if its creating problem because everyone in the group might not be iPhone users, but in vain.
