When a device is lost/found, it is difficult to contact the owner of the device to let them know. Will these new advanced security steps allow this?

Stolen Device Protection prevents someone other than the owner of the phone from accessing certain features. It serves a different function from putting the phone in Lost Mode through Find My.
I think the average experience would be 1) someone loses a phone or 2) donates it without removing icloud. I guess I don't really need more ways to keep someone from stealing my phone. I need someway to recover my phone when it has been lost, or when I have found one.

The owner of the phone has always had the option to provide any information they want to a person who has found it. They do this when they mark it as lost in Find My. If the owner chooses not to provide any information, that is their preference, and a person who found the phone should not be able to gain any personal information about the owner if they have chosen not to provide any.
You can let your view be known to them using their feedback channel
we can’t be sure they get the memo when you write it in a user helping user forum
doubt it, if it was a thing then ransom demands could be made, by those who come by the iphone by illegal ways.
The owner of the phone can place it in lost mode and have it display a message with contact information for whoever finds it using find my.
Will new stolen device protection notify me or allow contact between myself and the person who has my phone. This has always been an issue with lost phones.
