Will new stolen device protection notify me or allow contact between myself and the person who has my phone. This has always been an issue with lost phones.

When a device is lost/found, it is difficult to contact the owner of the device to let them know. Will these new advanced security steps allow this?

Stolen Device Protection prevents someone other than the owner of the phone from accessing certain features. It serves a different function from putting the phone in Lost Mode through Find My.

The owner of the phone has always had the option to provide any information they want to a person who has found it. They do this when they mark it as lost in Find My. If the owner chooses not to provide any information, that is their preference, and a person who found the phone should not be able to gain any personal information about the owner if they have chosen not to provide any.
