Apps won’t download in App Store even with valid payment methods on file. What can I do to fix this?

I attempted to download an app on the App Store on my iPhone 15 pro max. It then declined and asks me to verify my billing information. Once I verify my billing information, It goes right back to having me fill out the credit card info and still won’t move forward. It’s like it’s in an endless loop.
