what do i do when my app store account is disabled

Follow the steps in the support document you posted from in the relevant section.

If you see a message that says your account has been disabled in the App Store and iTunes Store, contact Apple Support for help. 

Click the blue "contact Apple Support" text there or in this reply to contact Apple Support so they can help you resolve the issue.
