Safari losing cookies when DEV mode is ON

How to reproduce:

  1. Turn on the dev mode or make sure it's already ON
  2. Open any website. For example: google.com
  3. Do log in
  4. Quit the Safari. Safari -> Quit or ⌘+Q
  5. Open Safari again
  6. Open the same website from step 2.
  7. Open Inspector Web Inspector (⌥⌘I)
  8. Open a new tab
  9. Close the previous one
  10. Open the same website in the tab from step 8

Expected result: I must keep seeing that I am in the system

Current behavior: Safari loses cookies

There is no real way to reproduce it, it just happens very regularly.

The web's only suggestion is to disable dev tools but that isn't a viable solution for developers.

No update ever, no reboot or data clearance has solved this and Apple keeps ignoring the reports.

Some Apple guy suggested using private windows: while that preserves cookies for as long as their actual lifetime this is no solution as you cannot work properly on private windows because they do not share session data across tabs. Hence it's no different than "disable dev tools" or "use another browser".
