I have been trying to download the 14.3 update for the past 12 hours. It will never get past approximately 30% downloaded. Most times I get a window saying it's unable to download and to try again, which I do. Then, this one time, update says my system is already current with 14.2.1.

If your download speed is suspect get on a faster Network.
Your location/ speed/reliability all play a factor, I would simply try a different day/ different time of day.
If you still have an issue—
Try from a SafeBoot Use safe mode on your Mac - Apple Support downloading/installing the up date.

Making some progress. I switched to my mobile hotspot to get outside the local network. Although much slower (speed is obviously not a factor), the download is progressing and should complete in the next 15 minutes or so.
I had not, but I just did. Similar issue. I've had no problems installing multiple prior updates. WiFi speed is 200mbps on a 1GB fiber connection. Not behind a firewall. No other internet traffic seems affected, with regular large file transfers between here and the servers I work on across the country.

I just tried rebooting into Safe mode and reattempting the download from the command line. No change in behavior -- still errors.
