I’m trying to put this visa gift card that I bought. It says everything is activated on the visa website so I put it in an Apple keeps saying no and that I need to come to the Apple website but it won’t provide any information on what I need to do.

In general I do not think gift cards can be used since they are of fixed value and not credit or debit cards. You could use it in a store to buy an Apple gift card and then redeem that to your account.
