iPhone is locked to the owner

I’m a university student and when we vacated, my Father had an iPhone 12 promax in his possession but the phone is locked to the owner.

I asked him if where the owner is but he said that the owner is dead for months now and the owner’s family members sold the phone to him.

so why don’t know how to go by it now.

the phone is with us but the owner is dead.

My question is how can we solve a problem like this?

iPhone 12, iOS 17

The only thing that can be done is for the family of the deceased to request an unlock. You will not be able to do that on their behalf. Documentation will be required and sent to Apple before the request is granted. There is no other way that you will be able to unlock the phone.

If the family is unwilling to do that, then you should ask for a refund, since the phone will not be usable.
