Stop Syncing devices
I want to remove apps and data from an old iPad but not from my iPhone 14. And when I add apps to the phone I don’t want them on the ipad

they never synced app deleting across devices with the same appleID only had an option to default download new purchased / downloaded devices to all devices
if you wish to disable that then go to
settings->app store->app downloads
and uncheck the checkbox, then apps downloaded on 1 device will not auto be added to others
