ive just fully reset my iphone and im trying to send someone a text, keep in mind i dont have a sim card and its saying i have to verify my apple id and once i have its saying ‘unable to verify imessage …’ and im trying and trying but it wont work

You can neither activate an iPhone nor send SMS messages without a SIM Card.
If your iPhone or iPad (Wi-Fi + Cellular) can't be activated or you see an alert that says the activation server is unavailable or the SIM ...
