system preferences > security & Privacy > Privacy > Location Services

under System Services (Details) --- are all boxes (except perhaps HomeKit) checked?

are you connecting using Wi-Fi, or something else?

By far the easiest way to cause poor performance, instability, overheating and crashing is to install ANY third-party speeder-uppers, Cleaners, Optimizers, or Virus scanners. or a VPN that you installed yourself.

do you have anything resembling that installed?

I have this same problem, I found my time is wrong since last week. I turned on all the automatic service and it shows I'm in Shanghai time zone (which is wrong), the weather app "My Location" is not working, and the map, browser and so on. But FindMy location is correct, wired..

I tried every solution or suggestion I can find online, none of them works.

EXACTLY what application in what situation is giving you EXACTLY what error message suggesting something is wrong with Location?
