The Apple Wallet app is built in to the iPhone and cannot be removed. Are you saying its not available on your device? Or are you saying you can't add a credit or debit card to it?
If you get the Learn More dialog box when trying to add a card to the Wallet app, that takes you to the support document you posted from, make sure your iPhone is set to a country where Apple Pay is supported in Settings ➜ General ➜ Language & Region ➜ Region. click here ➡️ Countries and regions that support Apple Pay - Apple Support
