In View and you click show status bar to get the number of songs in your ITunes library on your PC, does this include the number of songs that are not downloaded? If not, how do you get the number of songs that are not downloaded?

If View > All Music is selected then all songs are included. If you have View > Only Downloaded Music selected then cloud content is hidden. To see and count the cloud content make a new smart playlist with the rule Location is not on this computer. Note this will not include any hidden content.
