I am using the Apple Health app to track calorie intake, including water and caffeine. I was able to change the water units from ml to oz, but there does not seem to be an edit button under caffeine. How do I change the units in the caffeine intake from ml to oz?

But seriously. Caffeine isn't generally measured in ounces. If you look up how much caffeine is in an eight ounce cup of coffee, you'll get the answer in milligrams. There are over 28,000 milligrams in an ounce so it wouldn't make a lot of sense to use ounces where there are only about 95 milligrams of caffeine in a cup of coffee.
