Charging iPhone in France

While on vacation in France, can I charge my USA purchased iPhone using ‘only’ a universal adapter and a USB cord? (No block)

I reviewed the specs on the adapter and compared them to the specs on a ‘block’. They appear to be very similar.

Adapter input: 100-250 volt, 0.3 amp max

Adapter output: 5 volt, 3.1 amp (total)

Block input: 100-240 volt, 0.3 amp

Block output: 5 volt, 2.0 amp, 10.0W

Would it be safe to bypass the ‘block’?

iPhone 8, iOS 15

Those are close enough. It's the output voltage that is most critical and you're OK on that. Lower amp chargers may be slower but that depends upon the draw of the device being charged. If it was rated at 3 amps then using 2 amps will be slower. If it's rated for 2 and you have 3, it will draw 2.

"You can use any of the adapters listed below to charge your iPhone, iPad, Apple Watch, or iPod. You can also use third-party adapters that comply with applicable safety standards."
