I bought a backpack at a thrift store and found an iPhone 7 inside. screen lock and thumb print were set by me. Apple ID of last owner is visible but I do not have the Apple ID password. I don’t have phone service on this phone either. How can I gain control of this phone?

Take it back to the thrift store. Hopefully the person who donated it will come back, looking for their phone. Without the original owner's Apple ID and password, you will not be able to use that iPhone.
