Activation problem of iMessage via mobile number

I had a problem with activating iMessage using my mobile number

My Messenger is activated through one of the mobile numbers and email, but it is not activated with my main number and gives an error.

First of all, I checked the time zone so that it is set to automatic and works correctly and safely, which was set to automatic by default.

After this step, I checked the iOS version, and my iOS was the latest version.

In the next step, I checked the access to the Internet, which included Wi-Fi, high-wire and low-wire cellular Internet, all of which were connected with excellent speed and quality.

I entered the cellular settings and added my mobile numbers to the plans through the plan and activated the LTE settings.

I went back to settings and entered e-message. I activated e-message and face time and the confirmation message came and I clicked confirm. One of the numbers was activated, but my other number, which was my original number, was not activated, and I waited for about 48 hours, and it showed error.

I deactivated iMessage and FaceTime and reset the network settings and went through the process of activating iMessage and FaceTime again, but still only one sim card was activated.

I need to mention that I don't have any problem to activate with email
