"Apple Service" charges showing up on PayPal but nowhere in Apple accounts...

Got Apple Service purchase charged showing on my Paypal but not anywhere on my Apple account. Been going in circles trying to report/request a refund but nothing is working since it's not in my list of subscriptions. Is this a scam pretending to be Apple? IF so, even if I'm unable to get a refund I'd like to report it somehow..

Under "Contact Email" is http://itunes.com/bill
