Snap has blocked you from using their service for some reason. You will only be able to resolve that with them. Apple has no control over your Snap account and has no way to remove a ban that they put in place. Have you contacted Snap for a reason?

Nobody here can assist with this. Only Snapchat can alter or rescind bans. Contact Snapchat support.
