Ensure that you are able to setup your cards in the Wallet on your iPhone first. Ensure that Apple Pay has been setup on your iPhone. Ensure that the Apple Watch is paired with the same iPhone.

Once you have confirmed the above, then open the Watch app ➡️ Wallet & Apple Pay ➡️ Add Card.
