Change Country/Region

Dears, please help as I am not able to update the region/country although I followed all guidelines.

I moved to Morocco and I need to update the payment method with a moroccan card; I have no current subscriptions/balance/pending refunds

Change region and put it foreign payment details I want to forcefully change my region from the US. I have to clear my subscriptions and balances first. My US accounts are closed, when I update my payment details they are rejected because of my regions. its like a chicken and an egg: i need to zero my balances and subscriptions, to do this I have to update my payment details, to update the details with a foreign account I have to change my region. Unpaid purchase prevents region change; payment method fails How to change the region if there is an unpaid purchase and the card that is linked does not pass for payment. I've been trying all day to add a new card to a new country, but it doesn't work to make a payment, and the card that is linked also doesn't make the payment.
