I cannot find Air-dropped PDF files on iPhone after I receive them.

I have Air-Dropped numerous PDF files from my MacBook Pro to my iPhone, but afterward, the files are nowhere to be found in the iPhone 11 Pro Max Files app. They are air-dropped into a "Downloads" folder, but then I cannot find anything in the iPhone's "Downloads" folder in the Files app. Does anyone have an idea as to what the solution is? Does it have anything to do with not having iCloud space? I find Apple's processes unnecessarily complicated and irritating, for someone coming from Android, so I will feel grateful for any assistance.

So I came across a second "Downloads" folder within the "iCloud" folder. This is mildly infuriating. Why not place downloaded stuff inside the iPhone's "Downloads" folder instead? isn't the stuff "downloaded" into the phone in the first place?...


Now I realize that I have to move every file I AirDrop from the iCloud sub-folder to the iPhone's other folders.
