why is my system services using my location when turned off

i have my location turned off in my system services. However my Alerts & Shortcuts Automations

Still always has the grey arrow. Why it is saying it’s been used in the last 24 hours when it’s turned off. And it’s been showing like this for an over a month and it’s been turned the whole time. Why is it saying this? And when would Alerts & Shortcuts Automations
