I have decided to change my location from one country to another but iPhone is not allowing to switch location because of Apple ID balance is still existing.
how do transfer those amount to TransferWise card?. Any procedures available ??

Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff for assistance.
Unless they say otherwise, it can only be spent or zeroed, not transferred back to the card it came from.
