You cannot install – and will never be able to install – iOS 13.0 or higher on an iPhone 6. If you need to "update" to a later version of iOS than iOS 12.whatever, you need a more recent iPhone. I would suggest one that is compatible with iOS 16 or 17, as we are seeing some large vendors (e.g., Microsoft) beginning to require iOS 16 for some of their apps. I believe all of the iPhones on the iOS 16 list are on the iOS 17 list (which adds the phones in the iPhone 15 family).
