I have 2 Apple ID , and I cant activeted my IPad with previous Apple ID.
I don't have email access and forgot the password.
But I remember new my email and password.
My IPad - 10 years old. What can I do ?

You will need to request an account recovery process from Apple to regain access to the Apple ID.
You can only use the Apple id that was sued to setup the iPad to activate it again. You cannot use a different one.
