The support article If a message says 'Your account has been disabled in the App Store and iTunes' - Apple Support says you must contact Apple for help if you see that message or one saying "You cannot login because your account has been locked".

I already told you what to do about the first issue. Taking care of that might take scare of the other so do the one and then we can deal with the other if it persists.
You also do not tell me what happens when you try to sign out. I don't know what to tell you without this information. If you see an error message then we need to know exactly what it says.
