I have a MACBOOK PRO 2019 , 13 Inches with 2 Thunderbolts 3 ports
My 2 USB connectors suddenly stop recognise any external devices(hard drive, iPhone) , electricity goes through .
I tried different cables, different devices , I look at various settings, and couldn't resolve
What step can I take to resolve this issue ?

More than likely you have a hardware issue which will need to be repaired. Hard to say if the issue is just with the I/O Board (aka USB-C ports) or the Logic Board. Have Apple or an Apple Authorized Service Provider examine the laptop to confirm & provide you with a repair estimate.
A possible temporary workaround may be to rotate the USB-C connector of the device cable 180 degrees upside down in case the USB-C port is half bad on the laptop. Sometimes this may allow certain devices to work. This is not a fix since if this works, it indicates a hardware issue of some sort. Plus even if it works, it may not be stable or reliable.
