Just created a new Apple ID and cannot access my photos on ICloud? How can I have accessed using my new Apple ID and new phone?

Your iCloud is the same as your Apple ID. Use your original Apple ID on your phone and you will be able to see your photos.
You can also sign into the iCloud.com website with your original Apple ID to view/download photos, but will not be able to merge the 2 Apple ID's.
