Not charing even with Apple charger

I can understand "Not charging" may be displayed when iPad Air 2 plugged into Mac if USB doesn't provide enough power, and coincidentally for some unknown reason, now my USB ports on my PowerStip also will not charge it either..

So, resorted to the 12W Power adapter,, but i get same thing "not charging"

Is this clearly a hardware issue or whats going on ?

I was charging iPad via same usb Apple cable last week. so ias far as i can guess cable is fine, because iPhone SE changes no problem via USB (powerstrip) its only iPad problem. The device is factory reset.

I can understand when one method fails, but this is all of them at once.. I'm surprised it can't even charge via power brick.

When it stopped charging it was about 78% complete... so just wanted to finish it off.
