Is it possible to use an external webcam on a 5th gen iPad mini on iOS 17?

I understand that iOS 17 lets iPad use external webcams via usb-c, but will external webcams work on iPad devices that still has the lightning ports? For example, can I use a lightning to usb-c adapter to bridge an external webcam to my 5th gen ipad mini ? Thanks
