An Apple ID is a username and password, and doesn’t contain other users and passwords.
There are no users and passwords to delete.
Not unless this involves Family Sharing.
The password can be reset.
If you’re referring to Activation Lock on an iPhone, iPad, or Mac that you have acquired, you will need to have the assistance of the seller to clear that, or provide proof of ownership sufficient to convince Apple to release the lock. Nobody here can clear Activation Lock. Apple won’t help, absent convincing proof of ownership.
