I tried it my Face ID still telll me not available what do I do ,should I upgrade my iOS

Update to the latest iOS version for your iPhone, then set it up as a new device, without using the latest backup.

If you still can not set up FaceID, this issue is most likely hardware related and you might have to get the iPhone serviced.
